Activision realized they can throw the license at literally anyone and it's essentially free money for both parties. Bubsy is infamous, so it's free publicity. Nobody has any expectations for Bubsy games to be good, so there's no chance of damaging backlash. If the game ends up good (or even just decent) suddenly there's a TON of good publicity about how "somehow, Bubsy has a good game", meaning both the dev and the publisher (Atari) get a ton of profit on a fairly low-budget project.

I've been thinking for a while why some anthro designs feel like they were mady by furries, and I came to the conclusion that a lot of it comes to *subtle* human characteristics.
Let's say we need to redesign Bubsy, but make him middle-aged (a comedic concept). A more traditional approach would be to give him a more pronounced grey stuble, he'd be noticably fatter, his office shirt would be buttoned-up to be *professional*.
The thing about Bubsy here, is that he has these elements, but they're subtle, they're more realistic, more human, and not at all comedic.
Also, his shirt is open and he wears a tie on his bare neck. They might try to play it off as "he's an animal mascot. he can be naked," but we know that there's more implied by having an unbottoned shirt rather than just not having any clothes at all. Also, his legs now have actual anatomy instead of looking like twigs like they did before.

Dragonball is Japanese, first off. Most of its influences are going to be Japanese in nature, but you can actually make an argument for it being an offshoot of toon design; Tezuka's Disney inspirations are well documented and his influence on Jap comic artstyles is obvious, especially in early Dragon Ball. Comedy beats in DB push this especially hard in your typical manga fashion, but when the story is taking itself seriously it largely ditches the toon-influenced abstraction in favor of rigid construction for the sake of selling the fights.
Winx Club I can't speak on because I'm not familiar enough with the material, but from what little I've seen it doesn't go for toon exaggeration or character designs. You could make the argument that the general trend towards angular styles at the time still had influence on it, though, and I'd be largely inclined to agree.
Watchmen is a graphic novel and shares almost no DNA with toons as a result. It doesn't push for heavy stylization in character designs, it doesn't go for comical exaggeration for the sake of comedy beats, and it generally keeps itself grounded and sticks to the usual comic playbook of weighty, defined construction. That's not to say there's no overlap whatsoever (I'm sure you could spot a lot of inking techniques used in Watchmen that originate from more cartoony things and vice versa) but that's too broad. Same largely goes for Marvel's Civil War, I'm sure, though again I lack enough familiarity with that to speak conclusively.

Nicholas Kole is the furfag and he only did like four of them; his main job was actually just doing promo art and overseeing Spyro's design (plus some NPC designs for the 2/3 remakes, Elora in specific being one of them)
