No she's not hard at all to train, the issue is using her competitively on Dirt because 1. she's only good at running miles and sprints and there is not that many dirt sprints (specially G1s) compared to miles and SPECIALLY mediums (which she only has an E on by default), 2. Her kit contains 2 gold heals with bad triggers (that now should be fixed) and no acceleration skills to aid her as a Late Surger and 3. if you want to run Urara as literally ANYTHING ELSE but a short dirt runner you have to get some insane parents since her aptitudes at the things she's not proficient at are TERRIBLE (compared to say, Falco having an E in Turf which is easier to fix than G, or Umas with E or D in distances that can be fixed with just 1 or 2 3 star distance sparks).
Her viability also falls off a cliff in later years as more dirt runners with better distance affinities get added (Digitan is the most inmediate case).
