The games have some characterization issues, especially in English around the 2010s. But the more serious problems are with the comics, the cartoons, and the movies. Underground... I actually can't think of anything strictly OOC in Underground? I'm afraid to rewatch it honestly. The fact that he's afraid of water is an error but Sonic X did that too.

SatAM has a few things that he just plain shouldn't be doing. Crying. Being a romantic pursuer. Staying on a specific team in a specific area for a lengthy amount of time yadda yadda. It's been talked to death so I have no ground to cover.

I haven't read the IDW comics, the thing with Shadow becoming infected from the zombie virus annoyed me so much I just decided not to read it.
I read 50 or so issues of Archie and that version of Sonic seems pretty windy.

The only thing odd about Tails in IDW is spending his time in between Eggman attacks preparing safety measures for world protection purposes.
This is not out of character. I want to get that out of the way. It's just not something the games really go into. During downtime, if Eggman is gone he's gone. Sonic X doesn't really have much fuss about it either. It's as weird as Ash Ketchum preparing himself for Team Rocket's next attack, even if it's justifiable in Eggman's case.

Yuji Naka and Naoto Ohshima had no idea what 'Sonic flirting with women' or 'Sonic engaging in playful flirting' would look like at the time and sure as hell didn't produce any production material about that which would be of use to Ben Hurst and other staff that worked on SatAM.
This is just a case of SatAM being a pioneer of characterization that would get contradicted later on. This isn't a fault of SatAM for failing to characterize Sonic correctly. This is, if anything, a fault of Naoto Ohshima and Yuji Naka for not clarifying their intentions with Sonic's character early on besides vague ideas about 'male fantasy' and 'girlfriend'. It wasn't until Takashi Iizuka got involved with Sonic storytelling that you'd see Sonic's eastern character receive depth and there would be material compiled on how to depict things like this with the character.
Remember, /sthg/. This is a brand mascot franchise made by Japanese game developers with little regard for storytelling. (Especially early on).
