No, however the large discount results in 3x as many pulls per carat which is statistically stronger.
You will still get trash 80% or 97% of the time but even the worst results give you more stars or cleats than you would with 10 pulls.

Go with the monthly pack since that's $7 for 20 pulls and either use the daily pulls while waiting for whatever banner you want, or save the carats for a banner you're really interested in as daily pulling during that will lower the overall cost by 100 per pull (you'd go from needing 30k for the pity to 29k)
