The Japanese manual specifies it's before Tails meets Sonic, but it also mentions that (six of) the Chaos Emeralds have been on the island since ancient times, which implies it's even before Sonic 1.
The real answer is that they just weren't thinking, people writing the manuals rarely corroborated well with the game devs and now it's up to the lore team to sort this mess out decades later.

Yes, she is playable in Dream Team (which is sadly isn't a game I will go out of my way to get) but both posts are talking about her appearing BEYOND Crossworlds. Also even with Dream Team existing, that still doesn't change the statement about wanting her to be playable more often, or her appearing at all since even that is a 50/50 in each new game.
