In a move underscoring the deepening ties between Moscow and Kabul, Russia has agreed to import 1,000 Afghan workers to fill labor shortages, with plans to deploy some to occupied territories in Ukraine. The deal was formalized during the St. Petersburg International Economic Forum (SPIEF), an event Moscow now uses to showcase its alliances outside the Western world.
A delegation led by the Taliban's acting Minister of Labor, Abdul Manan Omari, attended the forum, seeking to bolster economic relations with Russia. The visit follows a Russian Supreme Court decision in April to suspend the Taliban's long-standing designation as a terrorist organization, paving the way for closer diplomatic and economic cooperation.
According to Rustam Khabibullin, the head of the Russian Business Center in Afghanistan, 100 Afghan citizens are already employed as "highly skilled specialists"—including welders, electricians, and bricklayers—at construction sites in major Russian hubs.
The new agreement will expand this program significantly. "We are awaiting work permits for them from Chechnya, Dagestan, and Krasnodar Krai," Khabibullin stated, adding that agricultural experts are also part of the deal.
Most controversially, Khabibullin announced plans to send Afghan construction crews to the so-called Donetsk and Luhansk People's Republics, Russian-occupied territories in eastern Ukraine. "They will engage in clearing territory and restoring infrastructure," he said, claiming "a great need in Russia for Afghan specialists." This deployment would directly involve workers from a Taliban-led country in Russia's efforts to consolidate its control over annexed Ukrainian land.
