Amy Rose was co-created by Naoto Ohshima, Sonic's own creator. To be Sonic's "love interest", his "Minnie Mouse". The chase dynamic they share was conceptualized on the premise that it's what suits Sonic's own character. Sonic chases adventure, Amy chases Sonic. It's meant to be a fun and playful, and "interesting", dynamic rather than the straight-forward relationship of Mickey and Minnie.
Your perception that Amy is antithetical to Sonic's existence is blatantly false. Even Sally, as she was originally described by Ben Hurst at first, fits in just fine as her dynamic with Sonic (on paper) works with who Sonic himself is meant to be. But Sally's dynamic with Sonic, and Amy's dynamic with Sonic, are two completely different thing. Sally is an opposite-equal force that opposes Sonic's way of doing things but has to work with him as an ally, and this conflict is the focal point of their dynamic. Amy is someone who highly values what Sonic values, but she's a hyper-energetic and passionate girl whose head-over-heels in love while Sonic is cool and aloof, and not up for any of that romantic junk. So Sonic & Amy are extremely similar to one another from the perspective of anyone else, chaotic forces of nature that are basically wacky cartoon characters that crave adventure and excitement in their lives. But between each other, they are separated by Amy's passion vs Sonic's coolness.
But what's even more important is that Sonic doesn't dislike Amy, and never did. Sonic does like Amy in some way deep down, even if he doesn't look like it, and there is a genuine friendship and mutual feelings between the two. Their dynamic of Amy chasing after Sonic is meant to be playful and fun, not something Sonic would seriously have anything against.
And again, Amy also has no desire to anchor the wind. Amy wants to be part of Sonic's adventures, which is why she chases him. She's not trying to stop him, she's trying to keep up with him so they can run together.
