1. What development could you even give him? He’s not much of a deep character because he has no reason to be when he’s just boss fodder. Most we got was in Brothership which amounted to “le power of frenship”, and even then it was focused primarily on Buddy since Jr. was the one being an ass
2. People are already sick of the koopalings and have been for over a decade. More of them is the last anyone needs. Also same case with Jr., they serve the role of bosses, not characters
