I also see two other possible schemes. The first is they are think about the returns it could offer, especially after committing demographic suicide. They want some people to be able to go study abroad, spread Ukrainium in universities, and maybe get some money sent back to Ukraine. Though this probably comes with the catch that they have to come back. How many will fulfil that, and whether foreign countries don't let them stay is another matter.
The second is to stop a feeling of urgency and make it seem like there are other ways out for young men rather than fleeing.

This just goes right back to the start with the point about limited eligibility and what happens to the ineligible.
