Countering ults is irrelevant. Healing ults are used during moments when if you heal your team you manage to do a decisive push to secure the objective or allow for a massive push. That can involve no enemy ult at all. In facts, enemy ults usually have nothing to do with it.
Countering a dps ult just for the sake of countering it during moments when it doesn't matter is just stupid.

The damage is also terrible at 30 dmg/s in small areas enemies can just walk outside of anyway. Meanwhile the healing is 250 hp/s (287 hp/s).
You always place it so your allies can benefit the most from the healing, always.
