Some sort of feudal system would be better, it would be comprised of 3 castes, enslaved humans, ghouls and vampires.
Enslaved humans that do all the work and provide fresh blood form the base of the economy, some humans would be selected to become ghouls, they get paid in an amount of blood necessary to maintain their status and would serve as the main security force to keep an eye on the slaves, at the top there would be the vampire lords, they would have to pay a small blood tax to maintain the system working in exchange for full control over ghouls and slaves.
