The toriel variable doesn't have to mean Toriel did it. The generic ghost enemies of game 3 have the same sprite as the sprites meant to be Toriel, the white ghosts, so it could be the catchall name for everyone, or not.

Undyne is important because she has the police key, her showing up so she could be removed from Homestown and make entering the bunker more difficult/impossible seems to be the most logical line of thinking. Kris being able to save Toriel in the process, or being unable to get rid of her, is really an afterthought in the grand scheme of things, hence why it may have been okay.
Anyway, as I said in my original post, nothing is confirmed anyway so we don't know, I just think Undyne is more important than Toriel here. I didn't make myself clear enough in the original post.
