Shadow in his manga acts relatively normal and sane, yes. He has his moments where he's an edgelord but otherwise he acts like someone you could hold a normal conversation with if you were able to get him to talk to you.
Sonic just kind of does whatever he wants and rationalizes it later meanwhile as we've just seen Tails will open the conversation up with every personal data he's been able to find on you.
