Seam and Papyrus reveal in chapter 3 that there is only two more eggs/crystals to go. So, chapter 5 is the end of exploration for the main story. And chapter 6 is a linear experience to the ending.

It could be that chapter 6 and 7 was originally planned to be a combined quick update, since 7 would have far more (post game) content in it. But because of how slow development actually was, 5 was chosen to be paired up with 6. And 7 would be getting more content than originally.

Kris’ sprite is designed mainly for the overworld and some of its issues don’t hamper on that experience.
While Papyrus in general would need a new sprite since his presentation was heavily dependent on bigger sprites in Undertale to more accurately display how he’s supposed to look. And more importantly, make him a proper boss fight in Deltarune’s combat style.
With the knight, I don’t doubt Toby would upgrade Papyrus’ sprite for the proper Deltarune experience.
