A style is just an artist's way of simplifying reality.
Art fundamentals can be evaluated of course, but those have nothing to do with stylization itself.
You can't put a value on a style, meanwhile you can evaluate art fundamentals (proper anatomy, perspective, use of line-weight, etc.).
Liking a style is a completely subjective thing, while rating somebody's art skills (fundamentals) isn't.
