In universe I think he was intended to be one, Kris's meddling might have caused the knight... to be late?
Everyone is assuming that Kris is working with the knight perfectly. But all the strange details about chapter 3 imply to me that he's fucking with the plan. He creates the dark world ahead of schedule. He slashes toriel's wheels so the police come over and discover the fountain.
The Knight's plan was probably to

Kris's actions have obviously deviated from that plan. Undyne was likely taken as a compromise or because they were going to grab her later anyway.
The ending of chapter 4 reinforces that, the knight wants Kris to stay loyal or end his bitchfit. Because he's been neglecting his promise. THE PROMISE INSIDE OUR HEARTTTTTS
