Ever since this whole Mania 2 thing got shown, there has been this idea spread around, usually in response to people saying "SEGA fumbled", that the reason why this didn't get pushed into production is because Evening Star said no, and they actually wanted to work on Penny this whole time, or something which no, this isn't the case. We know this isn't the case because we have direct confirmation from the people involved.

Iizuka specifically wanted a "Mania 2" to be something that tried to evolve Sonic forward. He was pretty anal about pushing a specific look for classic sonic, he says "current look" here
