If it was, it would use its massive sharp teeth to bite the diver, or swim away. Morays have been shown to actually remember humans that pet them (Sharks and ocotpie do, too), and since they consistently live in one place people are known to visit their eel friends often, plus the fact that the dude petting it isn't wearing a protective glove shows that this particular eel is friendly to humans.
