I have to assume the league doesn't explicitly tell the teams it's rigging games for that they're participating in rigged games because then you have dozens of co-conspirators. And, as we've seen, a lot of players are stupid enough that they'd immediately blab to their entourage so they could place suspicious wagers. The only ones who really need to know are the refs.
But that means the Chiefs also didn't know they were about to be served up like sacrificial lambs when the refs were instructed to shut it down for the owl. And that makes it so much funnier.
