In the end, Nazi Germany even had these insane "Lebensborn" projects, when Himmler noticed that not even the SS could achieve the high birth rates in the end. Even totalitarian policies reach their limits when it comes to family issues. But in general it can be said that secularization is a partial explanation for why the birth rate in the West has fallen below two for decades.
