Funny you mention that, it's one of the hottest parts of her. And I don't even have a smoking fetish in general. It works with her vibe very well there and Sienna sells it perfectly.
It's not like Jill there is very canon overall, anyway. People (rightfully) praise Sienna for accidentally giving us a great Jill, but she's not exactly one of the previous game-canon Jills. She just made it work in a different way.
As for smoking itself, there was very very little taboo about smoking in films at that time. Like, yes, maybe good guys in a kid-friendly movie wouldn't smoke, but it was no big deal if a character smoked. The anti-tobacco campaigns really picked up only sometime around the late 00s, give or take, and probably depending on the country. Before that, it was one of the typical traits of a cool/badass character.
I think it's also possible that Paul W S Anderson might have a (slight) kink for smoking women, because Alice / Milla Jovovich is seen smoking, too.
