tbf it's the same on both sides that there are a lot of good designs but little else has so many strong examples of garish and cluttered anime-style designs than vtubing and gacha. Mostly because both allow for way more clutter than anime itself (in the case of vtubers because the use of cam-based dynamic animation rather than anything traditional makes clutter way less taxing and in the case of gacha the use of 3d models or still illustrations rather than traditional 2d animation having a similar lack of limitations) and encourage people tailoring designs towards recognizability which can easily result in overdesigned characters
