Carol and Catti are not related with eachother in any way and they are both telling Kris to keep Noelle away from Susie. I think they are hinting at possible Kriselle route but theres possibility for Krusie route too. The main thing that will happen in the story is that Dess trauma and Noelles obsession with Susie will make her trigger some PTSD and that in dark world might cause her to become the Deltarune angel and final boss of the game. Basically normal route deals with toxic Suselle by facing it when it suprise you (because you expect le hekkin cute yuri). Snowgrave is dealing it with breaking Noelle's mind and triggering apocalypse yourself where YOU are the triggering obsession of hers. Basically Snowgrave Kriselle and normal route Suselle are the evil ships.

All we know about Carol from her dialogs is
"As you know you are always welcomed here" which is a normal thing to say but is framed in nefarious way
as well as Chapter 4 snowgrave ending which is just Carol hoping Kris takes Noelle to the festival framed in nefarious way. I don't think there is any evidence to actually pinpoint Carol as evil just because she's against Susie messing with Noelle, literally something Catti says as well

I think only in retrospection the ship look bad, because we know Toby is capable of romantic moments and bonding experience, so not giving Noelle any seems like he isn't going to force it, at least not as anything other than optional route. He even add prophetic characters like Catti to pretty much forshadow that their ship is bad
