The books can be cooked and cans can be kicked. There are plenty of institutions, not to mention custom and tradition, that ought to prevent this happening because it's so nationally alien and wrong. But none of them work. That is definitionally what is meant when people say that normal politics as a valid way of solving collective action problems has come to an end.

When you consider just how many people make their money from the government in some way - whether it's UC + PIP, a civil service job, regulatory compliance, gov consulting etc. There's little real opportunity in this country, and fewer still actually productive people, but there's one big nipple and you better believe everyone is queuing up for a taste.
