They know it's PvP. They don't consider it PvP because the TT cannot, no matter how lucky, or how much autistic breeding you do, be topped by anyone F2P. (It also gives negligible rewards and no bragging rights if you get high scores/ranking) So poors have convinced themselves due to their egos that it isn't "legitimate" PvP and is "pay to win" and not important. It's clear as day to see, and gives them an out to then spend 200+ hours working on one horse so that they can compete against players much less prepared than they are, with full meta builds, get five wins in the Taurus cup and then proclaim victory and glory that they "earned" in a completely fair and not money based system. Even though, as you will see, people who didn't put in nearly as much time will be able to win 5/5 just fine.
