Why do you think? Car manufacturers in the EU can't compete with 10k Chinese EVs. This wasn't a rule made to help the consumer, it was for VW and other Euro manufacturers that can't produce an item that's lower in price (because of regulation and employee salaries).
If you think VW can out compete a car factory in China that operates at 1/5 the cost, I got a bridge to sell you. This way VW doesn't go under, and the Chinese EV companies don't overtake the entire market. Either way, the consumer always loses.
