S1 is good for introduction and the overall lore/setting, but it was made when no one knew if it'll blow up or not so it plays VERY safe, so it can be boring.
S2 is pretty good all over its a nice sports drama
S3 is a mixed bag, as peopel who watched it either liked it or not. No middle ground as you have to make conclusion of yourself
Road to top OVA is where the gacha money kicked in
Movie is actually amazing, as the gachamoney funded an in-house studio. Seriously its really damn good. Definitely a must watch even for its animation.
Cinderella gray is the Oguri Cap prequel, to Pretty Derby. Same in house studio which made the movie, so top notch animation. Goes more in depth about racing, and even the trainers get a spotlight. Characters are more flashed out a lot more serious than Pretty Derby.

Season 2, Cinderella Gray, Road to the Top and the Movie (called Beginning of New Era) are very good.

To watch Season 2 you need context from Season 1 (which is a bit weaker, but still decent), the movie is best watched AFTER Road to the Top, meanwhile Cinderella Gray is pretty standalone.
