How come all the G1 race tracks and other more "fancy" venues have grass in Japan but in America even the KY Derby is dirt?

Dirt umas are the best umas.

I liked ths Oguri Cap anime because it dealt a bit with the "minor leagues" tracks and races, liked the world building there with the more country bumkin Umas trying to get to race at G1 tracks.
