I don't believe there is going to be a moment where Susie picks Noelle over Kris, including the festival. When Susie was probing Noelle for information about the ferris wheel, it sounded as if she was making sure Noelle's bond is not romantic with Kris because she wanted to go out with Kris in the festival.

chapter 4 includes no Noelle and Susie bonding through dialog actually. Noelle isn't trying to learn anything about Susie while Susie is just talking about Ralsei, asking about Kris and confirming if Susie didn't just fake friendship in chapter 2. Suselle is obviously in forefront of the story to be rewritten.

It such an obvious misdirection. Like literally Suselle being coded as another Undyne/Alphys is such a win for Toby when he trigger the explosion and take majority of fandom by surprise.
There is no way he would make Susie another Undyne. he is fucking with shipper's expectations.
