They don't understand the Steam deck strategy or it's purpose.
Steam doesn't WANT to sell record breaking units, they are just trying to keep up with demand and want it to be successful enough to justify updates to the REAL product.... SteamOS.

For the same reason that McDonald's isn't actually in the fast food business, they're in the real-estate business.
If there is no one using steam os they have no financial incentive to update, make it good, or even know wtf they need to fix. They can release the OS but who the fuck would switch over when windows is doing everything fine.

It's a defense move, not a money making move.
Windows 8 was a disaster for Steam and made them realize that windows could in the future block them off from the walled garden or start screwing with them. Steam OS (and by extension the deck) future proofs that.
So what has been the result of Steam OS and the miracle or Proton layer? Just record growth of Linux and Microsoft legit scared of people jumping ship from 11 since 11 really is that bad and trying to force people out of 10 by ending support isn't going as smoothly as they hoped.
