Ultimately I think it's a lot harder for the rich and powerful to influence the opinions of the masses than people give it credit for, which is why the controls are ultimately falling apart. The modern propaganda machine is one of the biggest, expensive and most meticulous systems in history and yet it's still failing in the face of the idiot masses agreeing with each other loud enough to drown it out. Cultural shifts can be influenced, maybe even big ones, but not all of them - and the ones that are are sufficiently obvious to receive pushback enough to transform the thought from 'taboo' to 'contentious/controversial'
All of this to say that no, I don't think that pedophile elites are behind the increased push against pedophiles
