If indie devs were actually passionate about visuals in particular they would not care and the gameplay/story would not really suffer either. The problem is that no one really is and many are more or les business projects rather than passion ones. There's also the evergrpwomg problem of the cargo cult grafix stigma of indies, where instead of just saying that visuals are secondary, people will crucify you for even daring to mention better visuals, as if they're exclusive to game's quality.

In DR's defense however - it also follows the visual style set up by UT by being whatever the fuck it is in relation to it (Parallel? Sequel? Absolutely unrelated but the same characters?). So it's more or less an artistic choice rather than (but not excluding since Toby is a hack) cost cutting.
