I had this same thought, but much earlier on, like in the middle of Act 1. Every single zone in HK has all this attached lore. And if they don't, they make sense ecologically. Crossroads is literally the crossroads in the kingdom so it's a beaten down rocky path. Greenpath is overgrown because of Unn, it also has the whole Mantis Lords plotline. Crystal Peak is a weird ass rock cavern but also the mining town so everyone there wears mining equipment. Etc etc.
Silksong zones feel like they're just there because Cherry kept having ideas for zones. Moss Grotto is mossy...because. The Wormways is wormy because...there's worms. Shellwood has a sorta cool thing with the spearfisher guys, but there's only one of them who gives you any lore and all he says is that he's a spearfisher. Blasted steps is like the edge of the kingdom so its windy? Sinners road is like some sort of shitty prison...but there's also an actual prison in the Slab. Far Fields are grassy and...far, and also have a bunch of lava for some reason.
The world is significantly less interesting which kinda sucks. Most of the zones feel like they're there to cater to the gorillion movement abilities you get, not to tell a story. I've been sitting around waiting for the 'City of Tears' moment. You know, you walk into a zone and the music hits, you see the scenery, and go "wow" because it's a big ass zone and there's a ton of lore and other shit. But I've already explored most of the Citadel and it still hasn't happened, so i'm worried it just isn't coming.
