It's different because it's health for ranged enemies and armor for melee. It works really well in the hybrid gameplay. Same reason slide exists is because of the hybrid gameplay. It's another option to counter with the downside being that you can't avoid melee with a slide (although you can avoid muties and dogs if you angle properly, albeit unreliably) but it lets you close the distance quicker than if you were side saddling towards a group of shooters. I'm going to assume that you don't know how toughness works but it's mitigation against melee and not a second health bar. If you have 70% toughness, 30% of the melee hit you take is going to bleed through to your actual health bar. Only taking a melee hit at full or gold toughness is when it acts like a second health bar. This ties into why shove attacks exist as well, you do not want to be taking any melee hits in darktide if you can avoid them because a random shooter could have chipped you a bit and suddenly that attack goes from being completely negated to being able to two shot you. Shove attacks also break the usual combo chain allowing you to shortcut to different combos. The only thing I kind of agree with in your original gripe list is that special attacks can be underwhelming. I don't even agree with that entirely though as I just think some of the specials are underwhelming. Such as the rifle bashes on braced autoguns. It was useful when you couldn't swap off your ranged weapon without breaking executioners stance and couldn't pop a burster before it got to you but it's kind of an irrelevant afterthought in the current game. Something like the dueling sword poke or the shovel poke is insanely strong and can stop a mutie dead in their tracks.
