It's really up to interpretations because Qwelver wants to do the extremely gay thing of telling the "story" through notes and background shit for the foreseeable future so the wild pack of children that play dandy's world can theorize and use their brains for something that isn't their school's homework.
Personally I have the headcanon that all Toons share a singular mind with their set character. That singular mind holds important lore and knowledge that makes them the character they are, but beyond that, they need to make their own new memories as independent puppets of the player. Which is why Dandy talks about them like you're meeting them for the first time despite the toon you control has some degree of familiarity with them. Like finding a journal that someone wrote in and continuing where they left off.
Toons that die beneath Gardenview somehow come back, reappearing in the lobby, like respawning. And on rare occasions, they don’t return (because the player quit). As for the how and why there are multriple clones of the same Toon I can only guess till the devs actually try to make world building for their game instead of leaving that stuff to the fans and autistic idiots like me to do the hardwork for them.
