Yakumo comes across as "this is the CHARACTER ACTION character" with no gameplay identity to call his own. He has a couple of NG's core system mechanics but also parries (the mechanic every fucking combo system seems to need in current year), instant weapon switching, Zandatsu, long hangtime on air combos, a weapon selection that's insanely eclectic (a big hammer and a rapier?), and an edgy youthful energy about his design and personality. Nero, V, & Viola all added something distinct to not just their series but the genre as a whole (whether you like playing as them or not), Yakumo doesn't really have anything we haven't seen before. Given he's a greater focus than Ryu, that's likely cascading throughout the whole game's design.
At the end of the day I don't think the game is going to be bad, but I don't think it's very inspired either. Not the trainwreck NG3 was, but still as "trend-chasing" as 3 in the sense that it's doing the juggles and parries and flashy effects everybody associates with action games just like how NG3 was copying 7th gen blockbuster action games and God of War.
