Sally being a slut was only one aspect of her character. Most sluts in fiction are depicted as villains. Sally was the rare Good Slut. And she actually had a life and duty outside of her sluttiness.
If Reboot Sally was IC she'd be guy-crazy while still balancing the fact that she's a good leader and a friend, but that's too multilayered and "problematic" unfortunately.

Sally has been nothing but a cheap drama magnet past the fakeout that did nothing to help Archie Sonic's rep. Nicole has still been attached to her even after she grew into her own. Of course people are going to wonder what-if.
Nicole may be more of an Archie character, but her lynx form was one of the few preboot additions to survive postboot, meaning she'd be legally sound, perhaps moreso than the cartoon carryovers.
