In a major /yourdudes/ proponent, but customizable subfactions are a major complication for them designing rules. In the past, they've always either been dogshit or massively overused when there's a broken combo.
I think, ideally, "narrative play" should be focused on as the main game mode with a lot more support focused there, and then custom subfactions should probably be confined to that mode. But as long as GW is treating "matched play" as the default way people play the game, custom subfactions become an anchor that limits their options. For example - I have no idea how they would have handled stratagems if they allowed for custom detachments in 10th edition.
In the mean time, you can still embrace the flavor of /yourdudes/ mechanically via your choice of what units you bring, in what quantities, how you equip them, what detachment you pick, etc. If you want to go beyond those options, I strongly recommend trying crusade, if you can.
