Uh...yes it does? Squall's limit break finishers happen at random but the possible number of finishing moves is determined by what gunblade upgrade level you've achieved. If you never upgrade your weapon past the first upgrades there's only two possible finishing moves. his is not a theory, I've done it in multiple playthroughs now, in the original version and remaster. This is 1000% how it works.
Where did yo think they came from?. Squall's finishers are obviously gatekept because you don't see the more powerful ones until later in the game. You will never see the lionheart finisher without getting the lionheart upgrade. And there's no item or magazine for Squall's finishers. The upgrades each unlock a new one. I thought this was common knowledge.
