Real question but how does thing like this happen? Just hire a native Chinese speaker that lives in China and does actual work like translating books, software, manuals etc. I went to China for work a few years ago and the english level is abysmal in average but there was always one or two people in companies that were fluent in English and even knew how to translate obscure idioms.

What went wrong with the TF2 fanbase? Been there since the Orange Box release, stopped playing shortly after the F2P update and the fanbase then wasn't that different from the beggining, people were having fun, cheeky griefing here and there maybe, the occasional meatspin animated spray but nothing tragic. I do remember servers having a plugin that added a dot at the start of F2P players nicknames though. Also the halo for people who didn't use idle programs or some shit.
