Ralsei knows about the SOUL, and Kris knows that he knows, but they aren't working together. Kris is aligned with The Knight. All that Kris and Ralsei know about YOU is that they both need YOU for their plans.
Going by the scene with Susie after you EQUIP Noelle, Kris also seems afraid to get anyone else involved. They tell Susie not to ask about what happened anymore. We've already shown that we're willing to try to kill Kris's friends.

What can he do? Noelle is in the Light World.
Ralsei needs YOU to cooperate as much as Kris does. Without your power, they can't seal the fountains. If you give up on Deltarune, the world is covered in darkness and everyone dies. That's not a risk Ralsei is willing to take.
Even if Kris wanted to tell Ralsei, they weren't given the opportunity to in Chapter 4. We're watching and listening the whole time they're together, and even during the obligatory "What's Susie doing?" scene Ralsei runs off to destroy more pieces of The Prophecy.

Ralsei has a higher level of meta-knowledge than most other characters. Darkners in general seem to be aware of things like game controls, but Ralsei is fully conscious of the player, SAVEing, and so on. He got startled because he thought Susie somehow had the same level of awareness.

Ralsei isn't against us. Ralsei is aware of us but doesn't want us to know that. Ralsei and Kris both know that (You) are watching them, and Ralsei is trying to maintain kayfabe throughout the game.
Ralsei is presumably aware that if you abandon the game the world is doomed, so he does his best to appeal to you and accommodate what you want to keep you engaged with the game. He's also aware that you're possessing Kris against their will, so he creates opportunities to distract you to give Kris a break sometimes, just out of the goodness of his heart.
Ralsei also doesn't compliment Kris's piano playing when you leave, even if you comfort him.

To elaborate: Ralsei's reaction to thinking we were controlling Susie is suspicious. This makes me think it's possible to swap from Kris to Susie somehow, and at that point if we know the codes to the bunker we can just run straight out of the Dark World and into the bunker without Kris being able to stop us.
