If there's no front runner the positions get fucked. She needs to be at the back to activate it. The other option is getting a long lasting rushed state which can also push her too far forwards.
Reminder that power creep applies to characters themselves and characters released later have just straight up stronger skills, so rolling on early characters in an accelerated content release is just dumb.
