This is a good one because it contains a kernel of truth in it, you could conceivably stack enough velocity skills to make up the distance between you and the guy that acceleraated faster and was traveling at max speed for longer. The problem is that we are really lacking in last spurt-specific velocity skills so Straightaway Spurt is one of your more reliable options for adding lengths.
