No anon, it is absolutely normal to have conflict in the family, parents are only human too and they come with flaws, they are doubtful even of their own kids, maybe even overprotective because of their own past mistakes and simply are bad at communicating it.
How do we know King Halo as a younger child was simply inadequate in racing? Performing bad, not having the training mentality at a young age, no natural talent for running so her parents told her to stop pursuing a racing career?
You'd be surprised how many people have similar issues with their parents in the way Halo was written.
Halos mom might've failed hard in her racing career at some point and wants to spare her daughter the same pain and humiliation she had to endure but does it in simply a bad way because she learned the wrong lessons from it, either from her own parents or from the people surrounding her.
And trust me, that is normal. Being a "perfect" human, a benevolent mother Theresa that can do no wrong in the raising of her child is an outliner, abnormal even.
